This here with the given EV's can keep the same exact speed as a Choicescarf Magnezone while having a higher Satk stat. Though the idea remains the same - Switch in to a sweeper who's attack you resist, and Proceed to revenge kill. Since his Atk is worse because of the Modest nature, SignalBeam may be of use to take down Celebi, or some other Phsychic type your team may fear.

EV's:

You can make the 16 HP into a 16 Atk if you'd like. It can help out Explosion.

Other options:

None. This is the only set you should ever use Magneton for, unless you feel like making up some random gimick set. You could run Mild/Rash to boost Explosion, but since his defenses aren't as good as Magnezones are, it's best to leave it at Modest.

Opinion:

This, in my eyes, is a great revenge killer. Though frailer than Magnezone, he is faster and with these EV's he can outspeed the same Pokemon while actually taking things down because of a better Satk. I can't tell you the number of times Magnezone failed to revenge kill a Gengar while Magneton here actually finished the job.
